Default Beware on Huayacan

Cops were out there today for most of the afternoon looking for innocent violators of a new change of lanes.

At the new Pemex, after the OXXO, exactly there, if you are heading AWAY from town, you are directed by two signs to veer to the right to the new lane on the right side of the power lines.

I never noticed this before today. But then the new lane ends before you get to the end of Huayacan at Colegios. So you are back on the road you would only be on for .2 or .3 km had you taken the correct lane change.

But hey, it's almost Christmas and the police have presents to buy too.

TJ, I'm sure you've been around here long enough to notice that the transitos are ALWAYS out in force on the pay days around the middle and end of the month... purely by coincidence I'm sure

Jim,

I was working in that area so was up and down the road many times. At least half the cars were not taking the new lane.

The copw were waiting after the last tope and it was like shooting fish in a barrell for them.

The signs are there but one is small and both are not readily noticable if you are a regular on Huayacan. Maybe a better way to educate drivers of the change when it pops up would be a better service for the policia / city / whoever to provide our citizens.

But you are sooooo right.

I got stopped twice in one day on the way to the airport a few years ago. I was more stupid (yes, interesting description) then and paid my $50 Mxn and was on the way to get my daughter.

Never had a ticket actually. I keep trying though. Usually they pull me at a tope for no front plate on my Florida registered car. Then it turns into a hassle as the Permiso shows expired. I mention Article 106 and they get even more stupid. Then I pull out a copy and usually they shake my hand and tell me to have a nice day.

One guy, a couple of months ago, in Pto Juarez, told me I only had 60 days to nationalize my car if I lived here. It's not even 10 years old. I demanded that he call his supervisor and took a picture of his name badge with my cell. Then he told me to drive carefully and I was on my way. My friend Boatergirlkim was in town and saw me pulled over and was sweet enough to go to the next retorno, come back and ask if I was ok, then she had to go to the next retorno to again turn around, putting her behind me. By that Pol. Miguel Garcia had moved on. I pulled to a place where I could pull over, then flagged down Kim and her lovely daughter (she gets cute from her mom) and we all had a nice (and for me, relieved) laugh.

Knowledge of the law doesn't seem to be a requirement for officials here... in my experience they make it up as they go and hope no one calls their bluff... for what it's worth TJ you might want to pickup a novelty license plate next time you're Stateside (FSU or something) to slap on the front just to lessen that BS...

that is exactly what we did. Our van has south carolina plates. I cerfed the internet and found out that the margaritaville in myrtle beach had plates very similar to the plate we had on the back.We were getting stopped about every month for having one plates and then of course we would get hassled about the import sticker. I ordered the plate-picked it up when I went to the states. its on the van and havent been stopped since and that was way over a year ago

I have seen a couple here with souvenir plates on front and back!

I'd imagine if the cops were bright enough to notice (which isn't very likely and licenses/plates checks don't seem to be standard procedure here in most cases) you could potential loose the whole car.... one novelty plate on the front shouldn't be any harder to explain than no plate I'd think... and it will keep you for getting stopped just for that...

TJ, it was the least I could do considering you were doing me a favor in that instance! Though we chuckled about it, it was a factor in my deciding to avoid having to drive in Cancun and moving to a place more convenient public transportation wise. When I drive, I have tunnel vision and would never have noticed you on the side of the road if Jordan hadn't seen you. It was her crumpled-faced reaction - "Oh nooo...TEEE Jay!" that really made me think twice about really wanting to own a car in Cancun...great sale offer and all. Her drop-jawed reaction at your casual response about the incident (which shows how typical harrassment can be) - "Oh...he just wanted a bribe," sealed the deal on my decision not to drive there. Oh, did I mention in 3 times renting or borrowing a car there, I had to pay bribes, too?

Thank you for the compliments! Best one of all came from the couple who wanted to take a pic of you, me and Jordan saying, "Want us to take a family picture of you guys?" Too cute!

Ran in to these A**holes last night. Exact same thing as in TJ’s original post. Driving along following another car and all of a sudden there are police sitting in the dark that walk out in the street and pull us both over. Had no idea what they wanted. Horrible area at night, pitch black.
GF gave them an earful about how it was not marked and if they had half a brain they would be at the beginning of where the new lane change is. Refused to give them license, registration, etc. We were meeting someone that came over and gave it to them as well. Ultimately, they realized we were far from an easy victim and let us go.

LTL - GOOD JOB. IF WE FOREIGNORS DON'T PAY, THEY WILL EVENTUALLY JUST F WITH THE LOCALS. AT LEAST THAT IS MY HOPE. PLUS IT IS JUST PLAIN WRONG.

MYSTIC - CUSTOM LAW RELATING TO TEMPORARY IMPORT OF FOREIGN VEHICLES. THE LAW, IN PART, SAYS THAT IF THE OWNER OF THE VEHICLE HAS A TEMP. IMPORT PERMIT, THAT IT AUTOMATICALLY RENEWS AS LONG AS THE IMMIGRATION STATUS IS VALID, INCLUDING RENEWALS AND RENEWALS IN PROGRESS. Meaning the Tourist Card, FM2, FM3, etc. Prior to 2005, you had to renew your permit when you renewed your FM3 or if you had an FMT (Tourist Card) you literally had to take the car to Belize, and take yourself there too, to renew your "visa." You could get away by just leaving the country and not taking your car with you, although technically your car was at risk in such a case.

ARTICULO 106. SE ENTIENDE POR REGIMEN DE IMPORTACION TEMPORAL, LA ENTRADA AL PAIS DE MERCANCIAS PARA PERMANECER EN EL POR TIEMPO LIMITADO Y CON UNA FINALIDAD ESPECIFICA, SIEMPRE QUE RETORNEN AL EXTRANJERO EN EL MISMO ESTADO, POR LOS SIGUIENTES PLAZOS:
I. HASTA POR UN MES, LAS DE REMOLQUES Y SEMIRREMOLQUES, INCLUYENDO LAS PLATAFORMAS ADAPTADAS AL MEDIO DE TRANSPORTE DISEÑADAS Y UTILIZADAS EXCLUSIVAMENTE PARA EL TRANSPORTE DE CONTENEDORES, SIEMPRE QUE TRANSPORTEN EN TERRITORIO NACIONAL LAS MERCANCIAS QUE EN ELLOS SE HUBIERAN INTRODUCIDO AL PAIS O LAS QUE SE CONDUZCAN PARA SU EXPORTACION.

EN ESTOS CASOS, LOS SEIS MESES SE COMPUTARAN EN ENTRADAS Y SALIDAS MULTIPLES EFECTUADAS DENTRO DEL PERIODO DE DOCE MESES CONTADOS A PARTIR DE LA PRIMERA ENTRADA. LOS VEHICULOS PODRAN SER CONDUCIDOS EN TERRITORIO NACIONAL POR EL IMPORTADOR, SU CONYUGE, SUS ASCENDIENTES, DESCENDIENTES O HERMANOS SIEMPRE Y CUANDO SEAN RESIDENTES PERMANENTES EN EL EXTRANJERO, O POR UN EXTRANJERO CON LAS CALIDADES MIGRATORIAS INDICADAS EN EL INCISO A) DE LA FRACCION IV DE ESTE ARTICULO. CUANDO SEA CONDUCIDO POR ALGUNA PERSONA DISTINTA DE LAS AUTORIZADAS, INVARIABLEMENTE DEBERA VIAJAR A BORDO EL IMPORTADOR DEL VEHICULO. LOS VEHICULOS A QUE SE REFIERE ESTE INCISO DEBERAN CUMPLIR CON LOS REQUISITOS QUE SEÑALE EL REGLAMENTO.
III.- HASTA POR UN AÑO, CUANDO NO SE TRATE DE LAS SEÑALADAS EN LAS FRACCIONES I Y IV DE ESTE ARTICULO, Y SIEMPRE QUE SE REUNAN LAS CONDICIONES DE CONTROL QUE ESTABLEZCA EL REGLAMENTO, EN LOS SIGUIENTES CASOS:
A) LAS DESTINADAS A CONVENCIONES Y CONGRESOS INTERNACIONALES.
B) LAS DESTINADAS A EVENTOS CULTURALES O DEPORTIVOS, PATROCINADOS POR ENTIDADES PUBLICAS, NACIONALES O EXTRANJERAS, ASI COMO POR UNIVERSIDADES O ENTIDADES PRIVADAS, AUTORIZADAS PARA RECIBIR DONATIVOS DEDUCIBLES EN LOS TERMINOS DE LA LEY DEL IMPUESTO SOBRE LA RENTA.
C) LAS DE ENSERES, UTILERIA Y DEMAS EQUIPO NECESARIO PARA LA FILMACION, SIEMPRE QUE SE UTILICEN EN LA INDUSTRIA CINEMATOGRAFICA Y SU INTERNACION SE EFECTUE POR RESIDENTES EN EL EXTRANJERO. EN ESTE CASO EL PLAZO ESTABLECIDO SE PODRA AMPLIAR POR UN AÑO MAS.
D) LAS DE VEHICULOS DE PRUEBA, SIEMPRE QUE LA IMPORTACION SE EFECTUE POR UN FABRICANTE AUTORIZADO, RESIDENTE EN MEXICO.
E) LAS DE MERCANCIAS PREVISTAS POR LOS CONVENIOS INTERNACIONALES DE LOS QUE MEXICO SEA PARTE, ASI COMO LAS QUE SEAN PARA USO OFICIAL DE LAS MISIONES DIPLOMATICAS Y CONSULARES EXTRANJERAS CUANDO HAYA RECIPROCIDAD.
IV. POR EL PLAZO QUE DURE SU CALIDAD MIGRATORIA, INCLUYENDO SUS PRORROGAS, EN LOS SIGUIENTES CASOS:
A) LAS DE VEHICULOS PROPIEDAD DE EXTRANJEROS QUE SE INTERNEN AL PAIS CON CALIDAD DE INMIGRANTES RENTISTAS O DE NO INMIGRANTES, EXCEPTO TRATANDOSE DE REFUGIADOS Y ASILADOS POLITICOS, SIEMPRE QUE SE TRATE DE UN SOLO VEHICULO.
LOS VEHICULOS QUE IMPORTEN TURISTAS Y VISITANTES LOCALES, INCLUSO QUE NO SEAN DE SU PROPIEDAD Y SE TRATE DE UN SOLO VEHICULO.
LOS VEHICULOS PODRAN SER CONDUCIDOS EN TERRITORIO NACIONAL POR EL IMPORTADOR, SU CONYUGE, SUS ASCENDIENTES, DESCENDIENTES O HERMANOS, AUN CUANDO ESTOS NO SEAN EXTRANJEROS, POR UN EXTRANJERO QUE TENGA ALGUNA DE LAS CALIDADES MIGRATORIAS A QUE SE REFIERE ESTE INCISO, O POR UN NACIONAL, SIEMPRE QUE EN ESTE ULTIMO CASO, VIAJE A BORDO DEL MISMO CUALQUIERA DE LAS PERSONAS AUTORIZADAS PARA CONDUCIR EL VEHICULO Y PODRAN EFECTUAR ENTRADAS Y SALIDAS MULTIPLES.
LOS VEHICULOS A QUE SE REFIERE ESTE INCISO, DEBERAN CUMPLIR CON LOS REQUISITOS QUE SEÑALE EL REGLAMENTO.
B) LOS MENAJES DE CASA DE MERCANCIA USADA PROPIEDAD DE VISITANTES, VISITANTES DISTINGUIDOS, ESTUDIANTES E INMIGRANTES, SIEMPRE Y CUANDO CUMPLAN CON LOS REQUISITOS QUE SEÑALE EL REGLAMENTO.
V. HASTA POR DIEZ AÑOS, EN LOS SIGUIENTES CASOS:
A) CONTENEDORES.
B) AVIONES Y HELICOPTEROS, DESTINADOS A SER UTILIZADOS EN LAS LINEAS AEREAS CON CONCESION O PERMISO PARA OPERAR EN EL PAIS, ASI COMO AQUELLOS DE TRANSPORTE PUBLICO DE PASAJEROS, SIEMPRE QUE, EN ESTE ULTIMO CASO, PROPORCIONEN, EN FEBRERO DE CADA AÑO Y EN MEDIOS MAGNETICOS, LA INFORMACION QUE SEÑALE MEDIANTE REGLAS LA SECRETARIA.
C) EMBARCACIONES DEDICADAS AL TRANSPORTE DE PASAJEROS, DE CARGA Y A LA PESCA COMERCIAL, LAS EMBARCACIONES ESPECIALES Y LOS ARTEFACTOS NAVALES, ASI COMO LAS DE RECREO Y DEPORTIVAS QUE SEAN LANCHAS, YATES O VELEROS TURISTICOS DE MAS DE CUATRO Y MEDIO METROS DE ESLORA, INCLUYENDO LOS REMOLQUES PARA SU TRANSPORTE, SIEMPRE QUE CUMPLAN CON LOS REQUISITOS QUE ESTABLEZCA EL REGLAMENTO.
LAS LANCHAS, YATES O VELEROS TURISTICOS A QUE SE REFIERE ESTE INCISO, PODRAN SER OBJETO DE EXPLOTACION COMERCIAL, SIEMPRE QUE SE REGISTREN ANTE UNA MARINA TURISTICA.

SE PODRA PERMITIR LA IMPORTACION TEMPORAL DE MERCANCIAS DESTINADAS AL MANTENIMIENTO Y REPARACION DE LOS BIENES IMPORTADOS TEMPORALMENTE CONFORME A ESTE ARTICULO SIEMPRE QUE SE INCORPOREN A LOS MISMOS Y NO SEAN PARA AUTOMOVILES O CAMIONES, DE CONFORMIDAD CON LO QUE ESTABLEZCA EL REGLAMENTO.
LA FORMA OFICIAL QUE SE UTILICE PARA EFECTUAR IMPORTACIONES TEMPORALES DE LAS MERCANCIAS SEÑALADAS EN ESTA FRACCION, AMPARARA SU PERMANENCIA EN TERRITORIO NACIONAL POR EL PLAZO AUTORIZADO, ASI COMO LAS ENTRADAS Y SALIDAS MULTIPLES QUE EFECTUEN DURANTE DICHO PLAZO. LOS PLAZOS A QUE SE REFIERE ESTA FRACCION PODRAN PRORROGARSE MEDIANTE AUTORIZACION, CUANDO EXISTAN CAUSAS DEBIDAMENTE JUSTIFICADAS.
LAS MERCANCIAS QUE HUBIERAN SIDO IMPORTADAS TEMPORALMENTE DE CONFORMIDAD CON ESTE ARTICULO, DEBERAN RETORNAR AL EZXTRANJERO EN LOS PLAZOS PREVISTOS, EN CASO CONTRARIO, SE ENTENDERA QUE LAS MISMAS SE ENCUENTRAN ILEGALMENTE EN EL PAIS, POR HABER CONCLUIDO EL REGIMEN DE IMPORTACION TEMPORAL AL QUE FUERON DESTINADAS.
